Sonning Neighbourhood Development Plan

Sonning Parish Council has submitted its draft neighbourhood plan. We now want to hear from residents, businesses, community groups and statutory organisations on what they think of it.

What is a neighbourhood plan?

Neighbourhood planning was introduced through the Localism Act 2011 and is a means for local communities to take the lead on preparing local planning policy. It sits alongside those planning policies prepared by the council in local plans, and helps shape how new development is managed in their area.

Neighbourhood Development Plans (often referred to as Neighbourhood Plans) set out specific planning policies to help shape and guide development in their area.

What does it mean if you are a resident of Sonning?

This plan will help guide development in the area, to reflect the aspirations of the community and take account of what makes the area special.

If it's adopted following independent examination and a referendum, it will be used to help us determine planning applications and appeals within Sonning parish.

You can read more including the supporting evidence below and find out how to respond. We're consulting on the draft plan for six weeks from 2 February to 16 March, as we're legally required to do.

What is in the plan?

The Sonning Neighbourhood Plan has been developed to set out the vision, objectives and resulting policies for the village until 2040 and is consistent with Government's current approach to planning which is intended to involve local communities more directly in planning decisions that affect them. It includes policies on matters including design, affordable housing and local green spaces.

We are seeking your views on an updated Basic Conditions Statement relating to the Sonning Neighbourhood Plan.

Andrew Ashcroft MRTPI has been appointed to undertake the Examination of the plan, which is currently underway. The Examiner will consider all comments received during the consultation, as well as the plan and supporting documents, and will determine whether the Plan meets a set of prescribed 'basic conditions' and other legal requirements. Further information on the 'basic conditions' can be found in the National Planning Practice Guidance.

New legislation came into force on 25 March 2026 which has made updates to the 'basic conditions' that neighbourhood plans are required to meet. The Examiner has recommended that the Basic Conditions Statement, a document which is required to support Neighbourhood Plans, is updated and a targeted consultation is held on its updated content.

Comments are invited from 15 April to 5pm on 29 April 2026. Please send comments on the updated statement to us:

  • by email to policyandplans@wokingham.gov.uk
  • by post to Planning Policy and Infrastructure Team, Wokingham Borough Council offices, Shute End, Wokingham, RG40 1BN

Please note, this is not an opportunity to provide further comments on the Plan itself.

Further information about the Sonning Neighbourhood Plan can be found on our neighbourhood planning webpage.
