Introduction

The Wokingham SEND and Inclusion Strategy 2024-2029 sets out our ambitions and plan to improve outcomes for children and young people aged 0-25 with Special Educational Needs and Disabilities (SEND).

It encompasses all aspects of the SEND system, including local authority services, early years, schools, health partners, and the voluntary sector.

The strategy is built on a strong foundation of partnership working and co-production with stakeholders, including children, young people, parents, carers, and professionals.

The strategy, will guide our services to work with children and young people with SEND, their parents and carers and partners to develop and deliver action plans.

The full draft strategy, which you can see at the bottom of the page, includes not only what we plan to do (our priorities) and how we plan to do it (our principles), but also the wider context around it's creation.

This includes the national and local context, our financial situation, governance and links with other strategies including the All- age Autism Strategy we are also consulting on.

How did we develop the strategy

In 2023 we held a series of SEND co-production working group meetings that led the SEND and Inclusion Strategy review. Stakeholders included SEND Voices, Me2 Club, schools, SENDIASS and council officers.

The group commissioned some of the research to inform the new strategy, including the surveys, and agreed what the strategy would include and how it would be structured.

In December 2023 an initial draft of the strategy was circulated and was further developed through a series of three co-production workshops with 20 to 30 members of the Strategic SEND Partnership at each session.

During the workshops the strategy was further developed and refined, and clear objectives were identified for delivering each of the strategic priorities.

How will the strategy be delivered

The SEND and Inclusion Strategy 2024 – 2029 and All-ages Autism Strategy 2024 – 2029 will be delivered and governed in a connected way.

Each priority area includes the ambitions we will work on during this strategy period. Delivery plans will be developed with partners and guided by children and young people with SEND and their parents/carers.

The action plans and workstreams that will deliver the objectives under this strategy and the All-ages Autism Strategy will be integrated as far as possible and jointly led and governed. They will be published and updated on an annual basis.

We have developed these principles with partners in the local SEND system who have all committed to following them in their work.

The priorities

We have developed six priorities for the next five years in our SEND work along with the ambitions and objectives we want to achieve.

These will underpin delivery plans that we will be working towards.
