Proposed Residential Parking Scheme (Amendment 4)

The new resident parking permit scheme will be coming into operation from 1 July 2026. From this date, residents and carers will need to apply for permits under the updated system. The new scheme includes new resident parking permit zones, eligibility criteria, pricing and visitor permits.

What are we proposing
Last year we consulted on changes to how the resident parking permit scheme works in Wokingham Borough. The new policy was approved by the council’s Executive on 20 November 2025. You can view the proposed changes below.
The next step in this process is a Traffic Regulation Order (TRO) consultation. The purpose of the TRO consultation is to allow residents and others to raise any concerns that they believe may not have already been considered. The revised policy has already been approved – the consultation now is about where and how the new policy will be applied.
Valid considerations in a TRO consultation must relate to traffic management grounds, such as how the proposed restriction affects safety, traffic flow and access to properties.

Traffic Regulation Order (TRO) Consultation
This change to the Traffic Regulation Order is being made to help the roads run safely and smoothly. It also aims to deal with issues that residents have raised about current resident parking zones, including addressing concerns around a lack of spaces in individual streets by creating larger zones, concerns about the limited number of permits available per household and lack of a visitor permit option.
We are now consulting on the Traffic Regulation Order (TRO) to implement the changes. This TRO includes the new parking restrictions and resident permit arrangements needed to put the approved policy into effect. The policy decisions themselves (such as the number of permits or visitor permit arrangements) cannot be changed at this stage. The consultation can only consider comments related to traffic management issues, such as safety, access and traffic flow.
We have begun advertising this Traffic Regulation Order (TRO), including putting an advert in the local paper and sending letters to properties within the existing and proposed zones. This is the next step in making the parking and traffic changes legally enforceable.
