Charvil Neighbourhood Development Plan

Charvil Parish Council has submitted its draft neighbourhood plan. We now want to hear from residents, businesses, community groups and statutory organisations on what they think of it.

What is a neighbourhood plan?

Neighbourhood planning was introduced through the Localism Act 2011 and is a means for local communities to take the lead on preparing local planning policy. It sits alongside those planning policies prepared by the council in local plans, and helps shape how new development is managed in their area.

Neighbourhood Development Plans (often referred to as Neighbourhood Plans) set out specific planning policies to help shape and guide development in their area.

What does it mean if you are a resident of Charvil?

This plan will help guide development in the area, to reflect the aspirations of the community and take account of what makes the area special.

If it's adopted following independent examination and a referendum, it will be used to help us determine planning applications and appeals within Charvil parish.

You can read more including the supporting evidence below and find out how to respond. We're consulting on the draft plan for six weeks from 1 September until 13 October, as we're legally required to do.

What is in the plan?

The plan contains a number of policies, including on community facilities; affordable housing and mix; design, the natural and historic environment; and sustainable construction.

It does not include any site allocations for new development; however, seven areas are proposed for designation as Local Green Space to recognise their value to the local community.

Once you have familiarised yourself with the plans, you can use the form provided below to make comments on the document as a whole, or key sections.

During the consultation period, hard copies of the plan and the supporting documents listed below can be viewed at our offices at Shute End, Wokingham RG40 1BN and at Wokingham Library, Carnival Hub, Wellington Road, Wokingham RG40 2AF.

All comments must be received by 5pm on Monday 13 October 2025. We won't accept comments after this time.

Following the successful referendum earlier this month, Wokingham Borough Council has now formally adopted the Charvil Neighbourhood Plan.

The council has agreed to adopt the Charvil Neighbourhood Plan so that it becomes part of the statutory Development Plan. This means it will now be used to help guide and determine planning applications within the Charvil neighbourhood area.

A Decision Statement will also be published in line with the Neighbourhood Planning Regulations to bring the plan into full effect.

This marks the final stage in the neighbourhood planning process and ensures the community’s priorities will play a key role in shaping future development in Charvil.
