Encouragement/subsidies for Solar panels.

I drive along the A329(M) and see a lot of space either side that could be filled with solar panels. Ok Wokingham don't own the land but could make strong representations for such use of the land.
Wokingham could also encourage, and perhaps subsidise, solar installations on factory buildings and residents homes.
